Mend Vaillant Turbomax Hot Water

Possible problem with diverter valve?

I have a Vaillant TurboMax 824e. When running hot water it initially runs warm water then cold then warm then cold. When I switch the central heating off on the boiler the water runs hot. Believe this would indicate that the diverter valve could be at fault. Can someone confirm my theory.
