mk1 clio rt 1.4 1997 not starting?

My battery went flat as it has been parked for some time with low petrol.After i put the battery back and fuel in the distributer cap was off when i was trying to start it. when i noiced it was off i put it back on then it still did not start. The car all ways started fine before. Might of flooded it?
