my mower wont start either but i am gonna try to empty the old gas.and put in new gas. do i have to drain the oil 2

The largest issue is fuel thar is several months old. Be sure to use fresh fuel and possibly with a little coaxing, it will go. The Honda s are nice as after dumping the fuel out - you can drain the rest via the screw on the bowl of the carb. Be sure to catch the fuel in a pan and dispose of properly.
