check engine earth lead for good clean tight connections. you could check it by using one jump lead and connecting it to battery negative and a good clean metal part on engine, if it now turns over ok, then it will be earth fault!also it may be fitted with a starter relay, if so try subsituting with like relay and see if ok.

If you have had the battery tested and it is OK, you have probably bought a faulty starter, is it a recon unit or from a scrapyard? It does sound as if the contacts on the solonoid are dirty or burnt.
