Mend GE Washer Wont Fill Water

Washer won't fill with water?

My GE Washer will not fill with water but agitates as soon as cycle is turned on. Last load in machine did not spin well - was wet and had to hand wring it. Tried to run on empty and would not even fill with water. Any suggestions?
