p reg transit van?

hi i have a question i ran out of fuel and topped it up but it wouldnt start so i had a look at the fuel filter and it turned yellow abit with a wire coming out of it that goes to the battery. diesel came out on to the wires and starter motor and now its not turning over at all thanks.
