My gainsborough 9.5E is not heating up can you help?

hot water dosnt come out, opened the top cover and can see that the fuse for the the hot water not coming on and the live wire seems to be burned. Do i get a new shower or can i replace any parts

I have a gainsbrough 8.5 Style 400x shower it dose not get hot on the low setting when I turn on the shower but it will get hot when I turn to the high setting but when I turn up the water control valve up on the high setting to get the water to go hotter it some times blows the fuse and shuts of the shower can you tell me what is wrong with the shower
