Mend Honda izy Lawn Mower Wont Start Fuel

wont start?

Brand new Honda izy would not start ..check spark ok..checked fuel ok.....took air filter off ...started first time. Put air filter back on.....back to non starting !...any ideas??? signs like an air mix problem...not sure how to adjust !!
