problem with my karcher pressure washer?

I have a karcher 399 pressure washer, it has power going to it but I can not get the water out through the lance, its like the water is not getting into the machine. The machine starts up when switched on, runs for approx 15 sec then goes silent then it will start up again, but no water comes out
