What does it mean when the Securilock light on a Ford Focus blinks?

My 2007 Ford Focus wagon has the passive Securilock system. The manual says the light should blink when the key is in OFF (position 2) indicating it is working. But, the light also blinks every second or so when the key is in LOCK position (postion 1). What does that mean and what can be done?
