Mend Briggs & Stratton Quantum 35 Start Engine

quantum 35 pulls very hard to start?

b and s quantum 35 has a starting mechanism that pulls very hard. I can turn the engine by hand and the resistance feels normal. therefore I believe the problem is in the starting mechanism itself.
