Will not start?

I bought a Honda Izy 16" HRG415 SDE
Last year.
And when I tried to start it, it took ages to start.
I have used it Twice.
I then put it in the Garage.
I have now tried to use it.
I checked the Spark Plug, It was dirty, I cleaned it and checked for Gap.
I checked the petrol, (OK)
Checked the Oil (OK)
Checked the Filter (OK)

But I am my wits end trying to get it started.
Yes the petrol is on.
Yes the Throttle is as it should be.
And yes I have pulled the started cord.

But after 1 hour of doing this, It will not start.

I am now getting fed up.
