Bush IDLCD27TV006 which dose not turn on?

Hi there I have a IDLCD27TV006, which dose not turn on and there is no stand by light. I have been told that I can just replace the power board (05TA071A) But have just recently read that this will only work if the stand by light is flashing. Please can someone give me the correct info on this.
And if I ca just change the power board were can I find one
