Mend Scotts 1642H Start Battery Ignition

Why won't my scotts 1642h start?

The thing wont even turn over. I have new battery, battery leads, solenoid, grounds and new ignition switch. I check everytime to make sure its in nuetral and that the blade engage lever is pulled back. HELP! Could it be the seat switch?
