My 2001 Ford Expedition wont shift out of park?

When I start my car and press the brake down it wont shift out of park. Also the windshield wipers wont work, the windows don't roll down and the door lock as soon as the car is started. I can turn the ignition to the off position and then shift the car to neutral and then start it and once started it shifts to drive reverse whatever but once in park it wont shift out unless you turn it off and start all over. I hav e checked the fuses under the dash and the hood (not the relays ort larger fuses because I can't tell if they are blown) non are blown any that were I replaced but still not working. Please help me???????!!!!!
