how can i stop my toilet systern from overflowing?

water keeps on coming from the overflow pipe from my toilet systern the ballcock rises but the little flap that stops the water from entering the systern keeps on dripping in water this then goes into the overflow pipe and out onto the floor do i just need to change the ballcock or is there something else wrong
