engine will not fire?

I have a Briggs & Stratton engine, 16.5 HP Model # 28W707-01210-E1. Good compression, gets fuel, has spark but will not fire. It is presently on a test stand not in a tractor. Wiring may be the problem???

If it has an after fire solinoid in the base of the float bowl you will need a 12 volt supply to it.
