Mend Renault Kangoo Vehicle Starter Problem

starter problem on my Kangoo?

the starter is just clicking when I came out of the supermarket today...
I have tried hitting it with a small hammer to release the bendex...can I free it if I remove the starter or could it be more serious

I have replaced the starter and checked the battery power and all the connections and it is still clicking

I have stripped away the plastic guard inside the passeger wheel and I have a casing in front of me but I am unsure if this is the starter as it looks like a casing on the end of the main block...
it has 3 bolts but it seems like a cover rather than the starter ???
