your tv is fitted with an lcd screen that is made up of a glass plate (polarizer) a light source (ccfl tubes) and an inverter
your inverter is causing your ccfl tubes to flash on very quickly then off again because the second transformer on the inverter is faulty
you will require a tv engineer to repair this fault
