No cold water to taps / toilet upstairs, but hot fine?

Have an issue with no cold water upstairs from the taps or toilet.
I have checked the water tank and this is fine, not frozen etc..

Let the loft hatch open for 24hours with the central heating going in case it was due to frozen pipe work, but no better this morning.

Is there anything else that could cause this problem
