Heat Temp & proper burning?

My heater starts & stops and, also smokes when this happens. Also my heater does not seem to be burning hot enough. When I start my heater it sometimes will run for an hour and then it will stop burning and sometimes will reignite and when this happens it smokes. I would appreciate any info on this matter.
