If your fan is not running then your compressor is building pressure and cant get rid of the heat from the condensor and your compressor will trip.Try to clean the condensor unit and disconnet the motor and clean it proparly oil it on sharft holding the wing and test before you put it back nearby the condensor.connect a plug to the plug to test the motor if it doesnt start get a new motor.
