renault magane scenic alize 1.9dci?

i have low acceleration at junctions and off hill start and i have to wait for the turbo to increase prior to acceleration (turbo changed, egr valve cleaned and pipes all presurising, no warning lights on)
on accations when starting it will crank over and over prior to starting i will switch back off and will start first time on second turn of the key.
