How can I fix my Troy-Bilt TB425CS Grass Trimmer?

How can I fix my Troy-Bilt TB425CS Grass Trimmer? The purge/primer bulb does not pull fuel from the fuel tank. Carburetor is clean and there is fresh fuel in tank, but there is no visible fuel inside the primer bulb when the bulb is pressed according to manufacturer's specifications.
