Honda Izy 4.5hp Easystart - miss firing?

I've cleaned the spark plug, but after two/three mins it starts to miss fire and the power drops quickens up and drops again. The spark plug is covered in soot again and black soot fires out of the exhaust when starting and during use - any ideas as to what is wrong?

Remove air filter and run for a moment without it in- if it's better then replace air filter. Have you changed the plug? If not change it and then try again- this engine has a habit of getting through plugs.

Soot on the spark plug means that engine is running too rich.
Could be a blocked up air filter or perhaps mixture needs adjusting
