Mend Samsung R521DCNS Freezer Light Fast

What is wrong with my Samsung R521 DCNS?

Freezer light flashing, not freezing, have tried fast freeze - no help there Fan is intermittently noisy. Not making ice ,bottom half of freezer still has ice on wall. Water not working. Fridge is still working but having to fast cool on fridge sometimes. Help please
