whats that arcing noise i heard ?

my toshiba 20as22 tv was on working fine then it made an arcing sound and went off. after unplugging and waiting awhile and replugging its still the same thing,unplugged it again,cleaned the anode lead tip,reinserted,same thing,arcing sound.what could be wrong ??
