Why is the warmer on rangemaster duel fuel 110 not working?

The electric plate warmer on right hand side of the duel fuel rangemaster 110 is not working. However the "warm" sign on the warmer is on as if the warmer works when the switch in in the on position. Is the heating element on the warmer broken?
