vauxhall vectra 1.8 16v 2000 plate ?

Just had head and head gasket replaced. Head was skimmed and cracked test. No its not turning over properly and when you push the throttle down its like there is no power and I couldn't get the car above 40 mph when driving it. Took expansion bottle cap of and just before the fan kicks in water pours out and then when fan kicks in water circulates. Can any one please help

when the head was off did you renew the waterpump and belt kit at the same time? Its possible the pump is not good and caused the initial fault. Lack of power cam timing?
