Mountfield 747. How to apply lower handle bolts?

I am unable to fit the bolts that fit in the very lower part of the handle of my Mountfield 474. I was just advised to use an alan key to fit them, but how does it work without nuts on the end of the bolt.
I am completly confused.
Please answer as soon as possible, grass desperately needs cutting.
