Freezer ok, Fridge not cooling(rs21dcns)?

I have a Samsung RS21DCNS American Style Fridge Freezer. The Fridge is currently showing a temperature of 13 although we have set the desired temp as low as it will go(+1). the freezer temp is ok but the water dispenser has stopped working aswell. i took the panel off at the back of the fridge and the fan is spinning still under the fridge. i realy don't know where to start and the places i have phoned seem not to repair american style fridges.
