how can I turn the SmartMix dial on Bissell Proheat steam cleaner #8910?

I can't get the SmartMix dial to turn it is stuck on Heavy Traffic it won't turn to normal or to water rinse/carpet protector and the clean water tank(bladder) doesn't empty out only the cleaning formula tank does so I'm cleaning with the formula only and very little water is used and the full smartmix formula tank is empty ho can I fix my problem?
