The flame on high setting is very high and yellow and on low setting it is still to high to simmer but is blue

stop using the oven........

the gas air mixture is incorrect and the yellow flame is not good. Probably a blockage to jet or burner but you need to get it checked out by a GAS SAFE registered firm. google gas safe register for their lists of tradesmen near you..
