Fiat punto W reg (2000) seat belt problems?

Hi, im having trouble with the back seat belts of my Fiat punto. I cant get the belt to move freely, it seems to be locked. I bought a new pair (well, not brand new), as I was having the issue with the ones that came with the car, but these ones are doing the same thing. Anyone had any experience with this? its driving me crazy and I need to get it sorted asap. Thanks all

if the angle is wrong they will lock rather than pull out.sometimes its as simple as just slacking the nut and tighting upslightly different,or the panel they fasten to as bent out with pulling on them and just needs bending in slightly.take the panel off set them up and see where they pull out easy and rewind and come out again may just need bend back parrell to car side.they usually are at an angle forwards.
