What sort of answer are you expecting. You have already established it is not heating. Does it not occur to you that the reason it continues indefinitely is because it is waiting for the water to reach the required temperature. You need to find out why the heater is not working. Check the element, wiring connections & power getting to the heating element. To do that you need a multimeter to test. If you don't have one or know how to fault find then call someone to fix it for you.
