how to check if my vauxhall powersteerig is working?

my vaux vectra 1.9cdti power steering comes and goes i need help to check if its completely dead or just playing up before i decide to replace

Turn engine off, try turning steering. Now start the engine and do the same, lot easier running, its working, Check your belts if it is intermittent, most are belt driven units
