Exactly as k said ,you have to back bleed it ..being lazy i use a winscreen washer bottle and pump to back bleed..back bleeding is the only way you'll get a pedal

best way may be to back bleed it, fill a clean oil can with brake fluid attach to nipple with small piece of rubber/plastic tubing and pump oil can till all air expelled from fluid reservoir tighten nipple,hope this helps.
