Mend Honda GCV135 Engine Air Couple

Honda GCV135 Engine Stalls When Air Filter Is Inserted?

Hi,

I have a couple of Honda GCV135 engines and have cleaned the carburetors out and all is clear. Engine starts and runs without the air filter but as soon as I put in a new filter, the engine revs drop to allmost stalling. It seems to suck the air filter in and then is starved of air. any ideas why?
