my citreon c3 is overheating ?

my citreon c3 is over heating , the collant is topped up. after short journys the cars tempature gauge on the dash goes to teh top and beeps and then sometimes goes up and down from 3 bars to the top... the fan is working but it still heats up? can anyone help?
