Mend Mantis 2 Stroke Tiller Start Started

mantis 2 stroke tiller won't start?

My tiller has been out of action for a year. I started it, eventually after a lot of effort, last week but next day it would not start, however much effort I put in to it.
It is fairly clean and has a new spark plug. What else can I do?
