can anyone recondition a rear axle?

I would only add the WD40 is NOT penetrating oil. In fact it waxes too easily making the subsequent application of penetrating oil impossible.

Use proper penetrating oil like Plus Gas.

Yes with the right tools. I hope you are on the way to repairing the axle and have freed the seized torsion bar.
If not
I am assuming the fixings on the bar won't free.

If its possible pack some putty/plastacine around the fixing to form cup shape or HOLLOW BALL then squirt WD40 in the cup /ball so the fixing is surrounded/drowning in ..WD40 leave overnight check in the morning. Tried this method several times trying to undo seized nuts/bolts with patients it works.
