Mend Cub Cadet LTX1040 Belt Riding Mower

Deck belt issue on cub cadet?

I have a LTX1040 Cub Cadet riding mower (2010). When I engage the blades, the pulleys turn, the belt moves and the blades spin albeit very slowly. It appears there is a lot of slack in the belt. I replaced the old belt thinking maybe it had stretched or something. Any ideas???
