Hotpoint Aquarius FDM055 fills with water when off?

What is the issue when the dishwasher fills with water when switched off. I can see water trickling in from the water inlet, so would guess there is an issue with a valve?

I would guess that too - I would put money on it.

If you unplug the machine and water still trickles in then it's definite.
