acer hdmi v273hl--several lines down?

Seems on monitor - problem -tested it on its own
also looks very hard to cure -stripping it down and trying joints top/bottom

This could be down to a damaged screen or a graphics card issue, but changing settings such as the refresh rate in windows could possibly help.
