Dyson Dc 65 hepa filter?

Is the hepa filter sopose to spin when running ( the one on the ball part)?

Beater bar only working intermittently when I first start it. Its not due to hair wraped on the brush. I have taken the whole thing apart and cleaned everything. Any ideas?
