Well there's no low water sensor on this appliance to my knowledge, what happens when you reset the boiler?
I would suggest that it could be a PCB fault; but might be worth contacting Glow-Worm to see what they think; or call out an Engineer to do some real diagnostics on it.

"Water Pressure Sensor Fault" according to my manuals... Although not all the glow-worm range have this; as gasaid said; it will depend on your boiler model.
