No heat in downstairs rads?

I have no heat in down stairs radiators for last few days. No problem upstairs. However the rads upstairs have to be bleed a lot. Also noticed that pressure in Volkera boiler keeps dropping to just above 0. Noticed yesterday that a pipe in hot press was leaking through the top out through what looks like a pressure valve. Is this where problem is? If so is it hard to replace.
