vauxhall vectra, 1.8 ls 1996. car heater trouble?

the fan heater in my vectra will only blow cool air, i have changed the thermostat (which isn't cheap on this model) only to find nothing has changed, still blowing cold air...
what else could it be ? any help very welcome !
