Baxi Combi Boiler?

When I turn on the hot water tap or use the washing machine, my radiators all get red hot, as if the heating is on maximum. This happens even when the heating is not supposed to be on. Does anyone have an idea as to what could be causing this? My plumber thinks it could be the divertor switch but I don't want to pay out for something that isn't necessary?
