how do i fix a daewoo lanos (2000) i turn the key it, doesn't fire up,?

when i turn the key to start, it seems like the motor turns but it don't fire up. i got spark, fuel but it won't run. i pulled the timing belt cover off, the cogs don't move, when i use the starter. BUT when i push the car in gear the cam gear cogs move. Is the belt broke? or am i old school ignorant. what the hell is the deal?

If it will start with a push then the engine is ok.
Sounds like the starter motor is not engaging.
